Ultraviolet B rays change cholesterol in your skin to produce a compound that travels to the liver and kidneys to produce calcitriol, the active form of Vitamin D. That also gives a clue why people in sunny climates can have low D levels. They do not have great kidney or liver function.

There are other reasons like not getting enough or the proper sunlight. It is best to get a Vitamin D blood test to know your levels before supplementing. I try to shoot for the upper third of the range which is a minimum of 60 ng/ml
